I can understand needing a jet; the president cannot travel by conventional airlines...it's a security risk. Is it possible the second jet is bigger and that he's planning to sell the first one after he gets the second one? He didn't consult me, so I really don't know.

This took a great deal of time."

> A Ugandan parliamentary committee has endorsed a proposal to buy a
> second private jet for the president.
> Committee chair Mary Karooro Okurut said the $48m Gulfstream 550 was
> not a luxury but a "national asset".
> Uganda controversially spent $35m on a private jet for Yoweri Museveni
> in 2000 while seeking debt relief from the International Monetary Fund
> (IMF).
> The proposal for a second aircraft was described as "appalling" by an
> opposition leader, Kizza Besigye.
> The Forum for Democratic Change leader said President Museveni should
> travel by scheduled airlines and the Ugandan government should give
> priority to the health sector.
> Seven years ago the IMF delayed - but ultimately agreed - $640m of
> debt relief while seeking an explanation of the acquisition of a
> private aircraft for the exclusive use of President Museveni.
> The purchase had not been disclosed to the IMF and was revealed only
> when the relief decision was about to be announced.
> At the time senior IMF officials questioned why a poor African state
> should enjoy the luxury of a private aircraft for its president, when
> heads of state of much richer countries did not.
> It is not known whether that Gulfstream is still in the president's
> service.
