The argument could be made that the original request by Kuwait in 1991
doesn't apply to the present case.  The second (and possibly third?)
approval in late 2002 or early 2003, is why I say that I'm not a member
of an organized political party, I'm a Democrat!  

In the post 9/11 period, many in the US could have been told my
grandmother was an Al Qaeda sympathizer, and would have bought it - she
and my granddad did live in Pakistan for 18 months!
