Most modern OCR programs whether designed for the blind or not,
will convert PDF to word or text even if they are "scanned" pdf
documents.  Success does vary but the major problems of complex
documents with collumns, sidebars, tables and so on are still
there.

the major difference between blind friendly OCR packages and 'off
the shelf' ones is cost.  If you're pretty good with your windoes
screen reader then you should do O.K. with Omnipage Pro costing
just over $100.00. If you struggle with your screen reader on new
applications then you may want to consider spending ten times the
price for either OpenBook or K1000 which are both "self voiced
programs.
