that sounds like a discone antenna...the rad shack ones i think has 3
horrizontal radials at the top and 6 or 8  radials that angled down from
just below the 3 top radials, with a tube in the center running from the
antenna connecter to the 3 top radials....this is a discone style antenna.
They are broad banded, usually covering from 25MHZ to 1.3GHZ, and are
usually operational on 6M, 2M and 70CM ham bands.
They unfortunately have 0 gain and are not terribly useful except for their
broad bandedness and their small size.  They make absolutely excellent
scanner antennas though, and do make sufficient ham antennas in a pinch.
I have a friend who has 3 at the top of his 40 foot tower...he swears by
them, even though he also uses a couple vhf beams and some folded dipole
type antennas usually used on repeaters.
However, they aren't any cheaper for a good one then a good dual band
2m/70CM antenna.
