Frankly,  Richard,  I know of no verticals that will perform well if they 
aren't ground-mounted or don't have radials.  I thought the SteppIr could be 
operated without radials.

Don't know what your situation is there.  Even running a couple wires to a 
fense would help.  Or, what about a small rotor on the roof with a small 
beam using a loading coil to work 40?
