Hi Holly:
    I am coming in late on this thread, but would like to make some
recommendations.  You might consider:
1.  getting a used TMV-7a or a TM-V708.  Both of those can do cross-band
repeat.
2.  Getting an older HT like the Yaesu Ft-470.  I have one of those and it
has a separate tone for each button.  Those can do cross-band repeat.  I
think some of the newer HTS do cross-band repeat as well, but I don't know
what models.  I hope this helps.
