It sounds like you may have picked up some spyware somewhere along 
the line.  I wouldn't reinstall Windows except as a very last 
resort.  However, I would run something like Spybot, which will 
remove the spyware.  If that doesn't fix your problems, then you'll 
have to investigate further.
