Well, it may be the law, but I can tell you many places here in Vegas 
forbid it.  You're fined daily as I said before.  Who has the funds to 
hire a lawyer and fight such nonsense?

As I recall the law, it supposedly let you put in anything 18 inches or 
smaller.  Trouble is today, most use elliptical dishes.  Not sure where 
these would fall in the law.
