I receive e-newsletters from Family Fun magazine, and a  recent one had a link to this craft idea:

These make tree/gift ornaments that you roll out and cut with cookie cutters, but they don't involve 
any flour!  Only cinnamon, which admittedly can be expensive, but I know Costco carries a large 
bottle of cinnamon (I don't know the price and live too far away to check). Anyway, we have not tried 
these yet, but I thought they might be a nice idea for schools, scouts, and other children's groups, 
not to mention a fun and safe activity for home.
