Robert:
I believe that if you pass your tech license, and get a callsign assigned to
you, as soon as it comes up on the fcc data bass, you can start using your
call even before you get the actual paper license in the mail.
I am sure one of the guys can let you know which sight to go to so you can
monitor the status of your callsign.
That way, you can likely use your radio at the convention even without
receiving the paper in the mail.
