Sure you can, but the measurements are extremely critical at those wavelengths.\
There was an article I had womewhere where you could make a reflector out of 
cardboard and Aluminum or aluminium for those across the pond.  It was shaped 
and would provide a bit of gain for the standard router's antenna.

There is a club in Howell, Mich which has made wireless antennas and had a 
long-range point-to-point wireless network of at least a dozen miles.  So, yes 
it can be done.

I am studying for my general class license.  I got to the chapters on
antenna design.  I find this very fascinating.  I am curious now.  If
you can build an antenna to work for ham radio, can you build an antenna
to work for a wireless router?  If not why?
