My last test was:

Using a 9 V battery;
Taking read-outs on FM;
In to a dummy load;

Results stay the same.  The dummy load should give a swr of 1.1/1, but
it's not.  The forward power reading is nearly there. If I put the dummy
load straight in to the radio, the tuner tunes, and even with the tuner
switched off, swr reads 1.1/1. All is fine with the dummy load it seems.
We had the fly lead, between the radio and watt meter, checked with a
multimeter.

I'm now clueless.

Hi Kallie:
If you take power readings on A M you will get slight differences
between dead key output and P E P output when you speak or whistle into
the mike. On FM, the over all power output should stay the same
regardless of audio being put on the carrier. I would suspect that if
you are getting large differences in power output and or SWR on the same
frequency at different times, that it is an antenna problem or a feed
line problem. This can be caused by rain, or water inside antenna
connections or a feed line that is not consistently supplying 50 ohms to
the transceiver. If you are using twin lead or latter line, then
problems with spacing or shorting could be at fault.

Perhaps this is a very silly question, but you aren't trying to use the
tw1 on frequencies above 54MHZ right? If you are, then yes, power and
swr readings will be very eratic indeed. Which bands are you checking on
using FM or A M? are there HF frequencies below 50MHZ that have FM
portions such as the north american 10 meter band above 29MHZ?

Also, as has been already mentioned, sometimes having the tuner inline
or out of line will cause different power readings, sometimes as much as
10 or 15 watts difference. This will not effect swr though. Since the
tuner is tuning internally, the swr meter will not detect internal tuner
