Yes, they are all single band, 144-146MHZ FM on transmit, and generally 136
to 174 wide band receive.
The IC t2H is 7W output i think, or that might be the IC V8, either, the
standard is 5 watts as you know, and 1.5 on low and if there is a even lower
setting it will be 0.5 watts, all standard for amateur handhelds.
I can't comment on PL tone accessibility  since i don't need to use PL tones
in my area.
