Sorry I don't have the postal regulations handy, but I know she has no right 
to ask for proof of your friend's blindness.  Is she new?  If so, she may be 
unfamiliar with the laws and just trying to go by the letter.

I see why you're angr and pray the Lord's calm and wisdom in dealing with 
the situation.  I think a talk with the person's supervisor is definitely in 
order.  Prayerfull this will get resolved.
