Thanks to everyone who responded. The overwhelming response was to take
Amtrack. It is $26.00 each way and a discount for old people like me.
http://www.amtrak.com/ The code for Washington is WAS, and the code for
Richmond is RVM - you'd want the Main Street station, which is just blocks
from the hotel. The ride is a little less than 3 hours. Getting from DC to
Richmond, there is one train in the morning and one in the afternoon.
There will also be a new service. A bus from Richmond to Fredericksburg and
then a train to DC.

I was even contacted by someone who may be flying into DC insead of Richmond
so I may have company for this part of the trip.
