I've also noticed this when an old HD is switched-out with a new one, but
the new drive parameters were not correctly entered or idendified in/by
the CMOS.  Go into the CMOS settings (pressing the "DEL" key during
bootup on most computers) and see if there is a method for auto-detecting
the hard drive parameters.  If there is, use it, then try repartitioning
and reformatting again.
