Thanks to many of your suggestions, I had several things to try. When I went
into the system BIOS, I noticed (to my surprise) that the "Rapid Resume"
feature specific to IBM Aptiva's was already disabled. Hmmm. So I disable the
APM (Advanced Power Management). The immediate effect of disabling the APM was
that the computer no longer turned off when using the Win95 shutdown routine;
it stopped at the more traditional "It is now safe to turn off your computer".
The problem has not recurred. I guess that disabling APM on *this* computer
disabled the soft power off feature, and now it really does power down.
I will probably never know what occurred that made this computer start turning
itself on, when it never had, but it is no longer occurring. I suspect that
the several suggestions regarding ringing phones, or middle-of-the-nght voltage
changes is the answer...but the client is happy enough that it has stopped.
