If this happens frequently, you should contact your ISP and they should 
be able to help you. It could be a problem on their end. There are so 
many variables and may even involve the phone lines in your area that it 
is extremely difficult to give you accurate advise. Very basically your 
computer and your ISP's computer are not talking to each other.
