Paul actually did say something very like that, remember Brad? 1 Corinthians
4:18 thru 21 says: "Now some have become arrogant, as though I were not
coming to you. But I will come to you soon, if  the Lord wills, and I shall
find out, not the words of those who are arrogant but their power. For the
kingdom of God does not consist in words but in power. What do you desire?
Shall I come to you with a rod, or with love and a spirit of gentleness?"

and in 2 Corinthians 10:8 thru 11:  "For even if I boast somewhat further
about our authority, which the Lord gave for building you up and not for
destroying you, I will not be put to shame, for I do not wish to seem as if
I would terrify you by my letters. For they say, "His letters are weighty
and strong, but his personal presence is unimpressive and his speech
contemptible."  Let such a person consider this, that what we are in word by
letters when absent, such persons we are also in deed when present."

In today's language it would be something like:  "I'm not just giving lip
service here.  The LORD's power isn't just a bunch of words, but a power.
So which do you want, a beating or a hug?...Face it, the LORD did put me in
charge of you, but I don't want to scare you about it.  You folks seem to
think "He talks a good game, but he's a wimp in person."  But don't fool
yourselves.  We walk the walk, we don't just talk the talk, and the LORD has
given us the power to back up what we say we will do when we come there,
either way."

And don't forget when an authority of the Roman Army tried to shuffle him
off after realizing they'd violated his rights, he stood up to him and said
"No you don't, buddy.  I know my rights."  (Acts 22:25 thru 30).  This
passage also explains the problem of semantics, that although he was known
as Saul of Tarsus, he was born a Roman citizen, sohe was someone to reckon
with.
