You can get a free, not for commercial use,  digital certificate at:

I did this a few years ago, just to see how it worked. I was able to
get it working with Outlook Express and Outlook 2002.  I am not sure
if this is the only source for free certificates.

Hello All:

I am working with a client who is required to send some e-mail to the
state of Maine signed with a Digital ID.  He and I went yesterday into
Outlook Express, went to the tools menu then the options dialog and
then
to the security tab.  He tabbed to the button that says "Get Digital
ID."  When he hit enter on it, a message came up saying the page
cannot
be found.

I've looked in OE help and it talks about getting a digital ID from a
certification authority.  I tried going through OE Help, to Office
Assistant and following a link there to get a digital ID and again, I
got an error that the site cannot be found.

Does anyone know how I can help my client go about getting a digital
ID?
Again, he needs this to send some e-mail to the state of Maine.
