I assume you now have XP.
Check all Services to ensure that those required for dialup are on auto
(TCP/IP, RCP etc). DSL or maybe an update might have messed around with
the default settings. I recall that dialup needed several services to be
enabled which might otherwise be disabled, but don't remember now exactly
which ones. Maybe Telnet was one, not sure.
It was not uncommon for SP2 to fail to install on many older systems. Its
partial install may have stuffed up some essential Service settings.
Run your startup utility (Msconfig if you have nothing better, but it won't
find everything) and disable all non-essential startups. Run Process
Explorer and make sure there's nothing running that might conflict with the
modem, or that might be looking for the absent monitor driver.
I'm not sure where your reference to ME comes in, as you refer to SP2 which
is XP. I imagine that trying to install XP over the top (or "update") over
ME would be a disaster in many cases. Adding SP2 would make confusion worse
confounded. If that's the case, you probably need to reformat and start clean.
Before using the machine as a boat anchor, locate your non-existent
flat-panel monitor. It might make a good punt.
