I don't have the 746, but I found lots of software to control the rig.  I
don't know if any are speech friendly, but this one looks simple and it
allows you to edit the memories.

Hi Anthony,

I have a 746PRO, like it very much, but I do not believe there is a present
program to upload or download it's memories.  If I hear of anything, I will
let you know.
