You have to press function 1 second then tone to set the tone.  Just
pressing function then tone will toggle through the DTSS tone options.
Below is the CTCSS chart for the Kenwood radios.

You don't have to hold the f down for no time.  just push f/t thin use the 
mike to put the number of the tone I think 88. something is 1 i know 136.5 
is 21  Hope this helps.
