Here's what I do to enter tones into the TMV7A, and it seems to work for me:

1.  Press the tone button once--This is the second button from the left in
the row of four buttons between the tuning knob, and the first VFO volume
and squelch control.

2.  Press and hold the function button down for one second, until you have
heard both beeps.  As you seem to know, the function button is the first
button in the row of four buttons on the control head.

3.  Then, push the tone button again.

4.  At this point, hit the "enter" button on the mic keypad, followed by the
number of the tone you wish to select.  (e.g. 94.8 tone is tone number 10).

That should do it.

Let me know if this works for you as well as it does for me.
