Hi Tom,
    There are 2 conflicting schools of thought when it comes to grounding. 
One is to keep the wire, from the radio to the grounding rod,  less than one 
quarter wave. I believe this is how you have it set up.
    The second theory is that the length of grounding wire should be about 
one quarter wave long. this will give a low resistance path to ground.
    My thought is if one style isn't working maybe the other would.
