Deb,
Does Avery have enough rotation/flexibility in her right wrist to turn a
key ? If so, have the school affix a standard hasp to Avery's locker and
attach a padlock which uses a key to it. It's simple, easy to install,
inexpensive, and a reasonable accommodation which worked well when I was in
high school.
