Not only can it progress, but GED (Grave's Eye Disease) can exist even when
one has Hashimoto's hypOthyroiditis!

I'll try to find some articles to back this up, but there's anecdotal
evidence as a good friend had GED long before her hypOthyroid condition was
discovered (and confused that diagnosis quite a bit!).
