Also check out Code Factory's offerings.  Their product is a couple hundred
dollars less than Pocket HAL.  It supports both Pocket PC 2003 and Windows
Mobile 5.  The website for Code Factory is:

Dolphin has Pocket HAL.

This works with Windows Mobile 2003 Second Edition Phone Edition.

It is only been tested and certified with the HTC Magician model phones.

Is there an accessible version of a cell phone/pocket PC. I know there are 
accessible cell phones using TALKS and Mobile Speak and Freedom Scietific's 
Packmate is a great accessible PDA. Is there anything out there that 
combines an accessible phone and Pocket PC into one unit?
