I'd start by disabling Symantic from scanning outgoing emails. That will 
help isolate the cause, one way or the other.

Does the size of the picture attachment have any bearing on the issue? I'm 
assuming you're not exceeding your ISP's max allowance for emails. Some set 
10 Mb as a max, but this may vary.

Many people with Vista are having problems with network/internet 
connections. I don't know whether this is related.
