This is an issue with the latest Microsoft Security Update. See:

Subject: [PCBUILD] system error
When I restart my computer, a box comes up with a message. The very top line
says "RTHDCPL.EXE Illegal System DLL Relocation". In the box it says "System
DLL user 32.dll was relocated. The relocation occurred because the DLL
C:\windows\system32\HHCTRL.OCX occupied an address range reserved for
Windows system DLLs". Does anyone know what this means? And how do I fix it?
