It is kind of an unwritten internet ethical thing to ask for link exchanges
but I bet only one out of million people do it.  There is no law or rule
about it.  Of course, if you are contacted by a website owner who doesn't
want his site on your site and tells you that, you either remove that link
or your web provider will likely kick you off his server until you do.
