The problem you describe is almost definitely a problem with the 
monitor.  There is an outside chance that it could be the cable, but 
it really sounds like one of the "guns" that fires in the CRT is 
going bad.
CRT's are dirt-cheap now...and a nice flat-screen LCD isn't too 
expensive either.
To really test it, take your computer to a small computer shop and 
ask to plug it in to one of their monitors.  Or, take the monitor and 
ask to plug it in to a machine they have there.
