NTFS implements a rich system of per-file and per-directory permissions,
and tracks dates of creation, last modification, and last access. And it
essentially eliminates the need to defrag. Compression and encryption are
available as options.
These come with a slight performance penalty. It's probably worth it to
most people, but it depends on what your needs are.

Any given partition must be formatted in one way or the other. But if you
have multiple partitions, you can make the choice separately for each.

My inclination would be to use XP's own tools whenever possible, and PM if
you need something they won't do (such as growing or shrinking a partition
that has data on it).
