It would save half of that electric bill and it must be huge as even 
communal lights on a small apt bldg are a big budget item. I like to 
go out late at night also. I think we should carry flashlights so we 
can see the stars. There are so many people who have never seen the 
Milky Way. How can you teach kids the stars are too numerous to count 
when they can only see 20 of them...
