I don't believe that is true.  Imagine the extreme: fasting.  For a
period after stored carbs are used -- don't remember the exact timeline
but I think it's after a couple of days -- the body will briefly switch
to gluconeogenesis to try to generate some glucose.   This muscle
wasting is brief and the burning of fat stores begins.  After fat
stores are used -- about a month or so -- the body then goes back and
starts to burn muscle.

There's no issue with losing muscle weight.  Heck, with the quality of
my workouts of late, I believe I'm even *gaining* some muscle right
now.
