I prefer the term "handicap", since one of its derivations has to do with 
bettting on race horses in Scotland.
The odds makers would  put their odds in a cap and hold the cap high for the 
bettors to draw from, thus "hand in cap". This phrase was defined in the 
Oxford English Dictionary as "a burden placed on a superior being to make 
the more equal to others!
