I contacted the company Takeda Chemical Industries, and they read the
ingredients, which included cornstarch and seemed fine. They could not guarantee a
gluten free status because the product comes from a distributor. (My guess
is to avoid liabilty). I started taking the medication 2 nights ago and so
far have not had any adverse effects. I usually react to small amounts of
gluten so I think I would know by know if there was gluten in the medication.
I received several responses.
Two suggestions for

According to this site, it is gluten free.

tablets containing either 4 mg, 8 mg, 16 mg, or 32 _mg_
(javascript:defwindow('mg')) of candesartan cilexetil and the following inactive ingredients:
hydroxypropyl cellulose, _polyethylene_ (javascript:defwindow('polyethylene'))
glycol, lactose, _corn_ (javascript:defwindow('corn')) starch,
carboxymethylcellulose calcium, and _magnesium_ (javascript:defwindow('magnesium')) stearate.
Ferric _oxide_ (javascript:defwindow('oxide')) (reddish brown) is added to the
8-mg, 16-mg, and 32-mg tablets as a colorant.

Both state that Atacand or Atacand Plus do not contain gluten.
This web-site is an Australian website by the group that supplies medicine
information to the doctors.
Whilst these get manufactured over here under licence they must have the
same ingredients than the original
One person takes Atacand and that version is GF, by her latest info, but the
manufacturer is Astra
