Chicago changed from three-letter exchanges
to two-letter exchanges in September 1948.
So did Evanston and some other municipalities,
but apparently not all of Illinois Bell.
In fact, most of the news about "telephone exchanges"
in the Tribune for 1948 was about towns
getting dial service -- e.g., Des Plaines.
