I could be wrong, but I don't think there are enough children in the neighboring countries to boost a nation's population by a meaningful amount. It's cheaper and easier to just 'make them yourself.' The logistics of adopting thousands of children are pretty staggering. I don't think Russian bureaucracy could handle it.
