You are correct.  In the options dialog box within the tools menu, there are
selections which allow one to set all email to text instead of html or
another encoding choice.  There is also a selection for which you must
decide whether to use "windows" standard text, or "DOS / ASCII" text.  It is
the Windows text which uses the weird incompatible symbols.  Always choose
the DOS and things should come out normal.

No,, the problem lies with microslop who insists on violating the standards
for using ascii code in internet exchanges.  When the listserv sees this
nonstandard character it substitutes a binary code in it's place.  One also
sees this for example when a microslop product uses cute graphical quotation
marks in place of the standard ascii quotation marks, it then forces a
substitution of two different binary number codes in their place.
It is my understanding, not using the products myself, that there are
settings in the microslop products that solve this problem by asking that
text sent over the net use standard ascii codes properly.
