the first paragraph in the disaster plan cited the
state law giving the mayor the athority and the
responsibility for emplementing the plan and use of
all availble city buses and school busses was on page
13 of the plan. the busses would have been at his
disposal at thetime the madatory evac was ordered. so
no they were not flooded at the time that he should
have used them.

i am going to see if i can go back and pull up that
copy of the plan so i can send the url for all to see.


to bad someone did not tell the maytor that there
would be an election and he needed to get these folks
to a polling place in baton rouge for an election.
