Bob,

 From what you describe, I think the Kenwood TMg707A will work well for
you.  It's dual band, has a detachable control head for which Kenwood makes
an accessory cable, is quite accessible with the speech board, and can be
modified for expanded receive coverage.  It will not monitor both bands
simultaneously, but you didn't indicate that this was important to you.  I
have owned this radio for almost three years, and have been quite happy
with it.
