One primary partition per drive can be bootable. Active means that
this is the partition on the drive that may be bootable. Of course,
to actually boot from an active partition, there must be files on
the drive that will boot an operating system.

Did you "format" these new partitions? They won't show in My Computer
or Explorer if you didn't. To format them, go back to Disk Management.
(Right click on a drive in the window and choose format from the menu.)
