its partially that, although in the western part of canada there are still
plenty of the V E prefixes left...
But in places like ontario and quebec where there is a massively greater
population, and thus more hams, the V E prefixes have started to run short.
They have released the use of VC calls again for contest purposes and
special event stations.
Also, sometimes during a provincial special event the whole province can use
alternate calls like VC, XM and a few others.
