Hi Paul,

It would help to know some specs on your computer (brand, motherboard
manufacturer, bios, operating system, etc.). But after googling this, the
most likely cause is cpu failure or overheating (the hi low siren sounds).
One site mentioned the thermal sensor may be bad or not in contact (pushed
down too deeply) with the cpu. As it comes on asap when booting, though, I'd
suspect the power supply is bad. If you can replace that with a known good
working supply to test it, there's the problem. 
If you can get into the bios, you might want to try disabling the alarm
system for your computer.
