when part 97 refers to areas monitored by the FCC, it refers to all property
of the united states territories and the 50 states...regardless of where you
happen to be within those 50 states or territories, you are technically and
theoretically being monitored by the FCC.
As for transmitting your own radio content, why not use an FM transmitter?
You can run low power FM band transmiters without a license and if you run
something about 1.5 watts, you should be able to transmit about a mile or so
and that should well cover your property.
And for reference, they dont generally throw folks of your age into jail for
breaking regulations...perhaps a fine for the parent, but they also have to
prove you were doing something unauthorized and have to take into
consideration if it was causing moliscious interpherence to another radio
service or to individuals within the radio service you were supposedly
messing around in.
Remember, it really doesn't matter where you are, you can be monitored by
the federal or state government, but they dont come in with guns blazing and
the national guard if someone happens to key up a radio in the rong band
without an appropriate license.
If you are concerned about laws and regulations, do some research on the
internet, specifically on the FCC's web site and find out what you need to
know...this will put both you and your family at ease and will give you a
better idea of what is legal and what is not.
