Umm... I do that all the time, year after year, over and over. All on the same
hardware in the same physical "box", changing only the old HD... So, I know
it works perfectly if the proper software is used to make the move/transfer.

If you made an Image and restored that Image file, it "should have" all transferred
correctly, shortcuts and all...

The answer to your question is "Yes" you will have to re-create your short-cuts.
I have a feeling there might be other things wrong, (such as "paths" in the Registry)
that will turn up incorrect later...

It might be a good idea to explore "why" this happened by explaining how you
"moved my system to a new hard drive."

If  you used Xcopy, you might have fallen into the xcopy vs long/short filenames
"problem" when the short filenames are re-created on a "copy" during a copy/(move)...
This sort of problem is more likely to turn up on a system that has directories
added and older ones removed, leaving "holes" in the short filename sequence.
