this is not what i had earlier, but it is what i found
this afternoon. there are only references made to
buses in this.
* Supply transportation as needed in accordance with
the current Standard Operating Procedures.

* Place special vehicles on alert to be utilized if
needed.

* Position supervisors and dispatch evacuation buses.

* If warranted by scope of evacuation, implement
additional service.

i would submit that the mayor could have used the
school buses, but, even these were not implemented as
no city buses were sent either. the poor were just
left.
