This is one facet of what a co-author, Charlen DeLoach, termed "life boat
ethics". This occurs when money is scarce and they prioritize who will go and who
will stay.All governents; Federal, state (or province) county and city have
tried every imaginable tax scheme and none provide enough revenue to fund all
programs and projects.To think that a new city center mall or any similar
project would take precedence over human lives is sad indeed. I am on the board of
an alcohol treatment center and we havve lost 50% of our funding.
