Yes, it's sad and it's counter-productive, but unfortunately the Canadian
government has limited resources, especially as they've got socialised
medicine.    Hell, even here in the US, Medicaid won't pay for it (at least
not here in NC).

(I find the above ironical in the light of the fact that Bush has pushed a
bill through allowing a even bigger budget deficit which is already the
biggest in US history.)

This sort of situation is all too common when hopes collide with the reality
of budget limitations.  :(
